To put this into context, the population of Seoul is about 10.5 million according to english.seoul.go.kr/gover/initiatives/inti_13pol_03.htm, so if you assume the majority of people will only have bought one receiver, and that only those living in Seoul who could use it would have bought it, it means nearly 10% of the population bought one.
